中長期在留者・所属機関の方へ ～To mid and long term residents / organaizations they belong to ～
中長期在留者の方は、次の場合は、届出をする必要があります。
～Mid and long term residents are required to report themselves in the following cases.～
1.新しく住居地を定めたとき又は住居地を変更したとき → 市区町村での手続き
新しく住居地を定めた日又は住居地を変更した日から14日内に、その住居地の市区町村に在留カードを提出して住居地を届け出てください。
（注）入国する際、旅券の上陸許可認証の近くに「在留カード後日交付」と記載されている方については、在留カードの代わりに当該旅券を提出して住居地を届け出てください。
住民基本台帳法における転入届・転居届については、最寄りの市区町村までお問い合わせください。
1.When you decide or change the place of residence → Procedure at a municipal office
Please report the place of residence by presenting a residence card to the municipal office where you live in within 14 days of the day when you decide a new place of residence or change the place of residence.
(Note) For those with a passport in with "Residence card to be issued later" was written down at the time of entry into Japan around the seal of verification for landing, please report the place of residence by presenting instead of a residence card.
Please ask the municipal office with regard to a notification of moving in and a notification of change of address based on the Basic Resident Registration Act.
2.氏名、国籍・地域等を変更したとき → 地方入国管理官署での手続
結婚して姓や国籍・地域が変わった場合など、氏名、生年月日、性別、国籍・地域等を変更したときは、変更した日から14日以内に、旅券、写真、在留カード及び変更した事実が分かる資料を持参して地方入国管理官署において法務大臣に届け出てください。
（注）16歳未満の方に関する届け出の場合は、写真を持参していただく必要はありません。
2.When you change your name, nationality/ region, etc → Procedure at Regional immigration Bureaus
Please notify the Minister of Justice on any change on the name, date of birth, sex, or nationality/ region due to marriage, etc., by presenting a passport, a photo, a residence card, and materials which can be used to verify the fact of the change at Regional Immigration Bureaus within 14 days of the day when the change was made.
(Note)For notification of the change for those under 16 years old, there is no need to present a photo.
3.所属機関等に変更が生じたとき → 地方入国管理官署での手続
《就労資格（一部を除く）、留学生及び研修生の方》
「教授、高度専門職、経営・管理、法律・会計業務、医療、研究、教育、技術・人文知識・国際業務、企業内転勤、介護、興行（本邦の公私の機関との契約に基づいて当該在留資格に係る活動に従事する場合に限る。）、技能、技能実習、留学及び研修」の在留資格を持って在留している方は、その雇用先や教育機関などの所属機関の名称変更、所在地変更、会社の倒産等、雇用等の契約終了、新たな雇用等の契約締結など移籍が生じた場合には、14日内に地方入国管理官署への出頭、東京入国管理局への郵送又は「入国管理局電子届出システム」を利用してインターネットにより法務大臣に届け出てください。
3.When the organization to which you belong, etc. has been changed → Procedure at Regional Immigration Bureaus
《Those with status of residence for employment (with exceptons), international students, and trainees》For those who stay in Japan with status of "Professor, Highly Skilled Professional, Business Mnager, Legal/ Accounting Services, Medical Services, Resercher, Instructor, Engineer/ Specialist in Humanities/ International Services, Intra-company Transferee, Entertainer (limited to those who engage in activities related to the status concerned based on a contract with a public or private organization in Japan), Skilled Labor, Technical Intern Traning, Student, or Trainee", please notify the Minister of Justice by reporting to Regional Immigration Bureaus, mailing to Tokyo Regional Immigration Breau, or using the "Immigration Bureau's Electronic Notification System" through internet within 14 days of the day when change was made to the name or location of the organization including emproyer, educational organization, etc. which the foreigners belonged to, when the company bankrupted, when the emproyment contract terminated, and when the foreigners moved to another company through concluding another emproyment contract.
配偶者としての在留資格を持って在留している方
「家族滞在」、「日本人の配偶者等」又は「永住者の配偶者等」の在留資格をもって在留する方は、その配偶者と離婚又は死別した場合には、その日から14日以内に地方入国管理官署への出頭、東京入国管理局への郵送又は「入国管理局電子届出システム」を利用してインターネットにより法務大臣に届け出てください。
Those who stay in Japan with status of spouse, etc.
For those who stay in Japan with status of "Dependent", "Spouse or Child of Japanese National", "Spouse or Child of Permanent Resident", please notify the Minister of Justice by reporting to Regional Immigration Bureaus, mailing to Tokyo Regional Immigration Bureau, or using the "Immigration Bureau's Electronic Notification System" through internet within 14 days in the event of divorce to or death of the spouses of the foreigners.

在留管理制度では、以下のような在留資格の取消事由、退去強制事由、罰則が設けられています。
在留資格の取消事由
正当な理由がなく住居地の届出をしなかったり、虚偽の届出をしたこと
退去強制事由
虚偽届出等により懲役刑に処せられたこと
罰則
各種届出に関して虚偽届出、届出義務違反をすること
Attention
With the new residency management system introduced, reasons for revocation of status, deportation, and penalties have been newly established as following.
Revocation of status
Have failed to give notification of the place of residence without a justifiable reason or have submitted a fales notification.
Grounds for deporation
Have been sentenced to imprisonment with labor or a heavier punishment for submitting a fales notification or similar act.
Penalties
Have submitted a fales notification or have violated the obligation to submit a notification relating to any of the notifications required.
外国人を受け入れている所属機関の方は、次の届出をしていただく必要があります
～Organizations which accept foreigners need to report on the following～
1.中長期在留者の受入れに関する届出
「教授、高度専門職、経営・管理、法律・会計業務、医療、研究、教育、技術・人文知識・国際業務、企業内転勤、介護、興行、技能、留学又は研修」の在留資格を持って在留する中長期在留者を受け入れている機関（雇用対策法に基づく外国人雇用状況の届出が義務付けられている機関は除きます。）の方は、その中長期在留者の方の受入れを開始したとき又は終了した場合には、14日以内に地方入国管理官署への出頭、東京入国管理局への郵送又は「入国管理局電子届出システム」を利用してインターネットにより法務大臣に届け出ていただくようお願いします。
また、留学生を受け入れている教育機関の方は、毎年5月1日と11月1日における留学生の受け入れ状況をそれぞれ14日以内に、地方入国管理官署への出頭、東京入国管理局への郵送又は「入国管理局電子届出システム」を利用してインターネットにより法務大臣に届け出ていただくくようお願いします。
1.Report related to accepting mid and long term residents
For organizations accepting mid and long term residents who stay in Japan with status of "Professor, Highly Skilled Professional, Business Manager, Legal/ Accounting Service, Medical Services, Researcher, Instructor, Engineer/Specialist in Humanities/ international, Services, Intra-company Transferee, Entertainer, Skilled Labor, or Student", please notify the Minister of Justice by reporting to Regional Immigration Bureaus, mailing to Tokyo Regional Immigration Bureau, or using the "Immigration Bureau's Electronic Notification System" through internet within 14 days of the day when the organization commenced and/ or terminated acceptance of the mid and long term residents (except organizations required to report on employment situation of foreighers based on the Employment Measures Act).
As well, for educational organizations accepting international students, please notify the Minister of Justice on the status of acceptance of international students as of May 1st and November 1st every year by reporting to Regional Immigration Bureaus, Mailing to Tokyo Regional Immigration Bureau, or using the "Immigration Bureau's Electronic Notification System" through internet within 14 days respectively.
